Always call LoadAllCommands explicitly.

The hack to LoadAllCommands when playing a command was leading to weird interactions: If a theme element contained an OnCommand, it would cause the rest of the commands defined in metrics to not be loaded.

explicitly LoadAllCommands. The "load commands in SetXY" hack isn't working well now that more and more Actors are being moved into Lua. That hack should be removed eventually in favor of explicit command loading.

ActorUtil::SetXY calls ActorUtil::LoadAllCommands, which doesn't seem right. This should be cleaned up someday.

884af552ee
Allow combined player steps to have per-player radar values. This doesn't work for trails where it just uses the PLAYER_1 values, same with writing to the catalog file.
