Changed BackgroundEffects files to apply the playback rate to videos. Added GetUpdateRate to ActorFrame and Get/SetDecodeMovie to Sprite. Hope nobody is caught off guard by checkerboard no longer playing videos back at 4x rate.

modify StretchNoLoop and StretchRewind to only run certain commands if they exist.

fixes issue #337
I also modified StretchNoLoop to start at the beginning of the movie to prevent it from freezing on the last frame (which I'm assuming is not the intended behavior; let me know if that's wrong)

changed scale_or_crop_background function (technically it just scales now...) and replaced various scaletoclipped references with it. Hopefully this fixes the problems people have been having with song backgrounds.
