Make Command smaller and more generic.
Parse arguments on use, not in Command::Load.

Chris Danford bcbe615c0d Pass ActorCommand structures to Actor instead of unparsed command strings.
This way, we can potentially do the parsing early and not parse inside of Actor as the command is executing.

Glenn Maynard ae2c4f779c make toasty rare (having it come up once every few days is amusing;
having it come up twice in one song is annoying)

(easter eggs should be rare anyway, or they become distracting ...)
