Clément Grégoire 94f134c8ff Enhance CMake starter workflow
This enhances and cleans the previous workflow by:

- Using the universal cmake commands
- Using `${{env.BUILD_TYPE}}` instead of enforcing bash shell
- Adding the install and artifact steps
