Fixed bug in ActorMultiVertex::DrawPrimitives that converted RageColor channels to uint8 when applying the diffuse to verts, which made any channel not 1 into 0.

Changed BackgroundEffects files to apply the playback rate to videos. Added GetUpdateRate to ActorFrame and Get/SetDecodeMovie to Sprite. Hope nobody is caught off guard by checkerboard no longer playing videos back at 4x rate.

added ActorMultiVertex
...
AMV is an actor which can have a variable number of vertices that can
each be given their own pos, color, and coords. They can be drawn using
any of the RageSpriteVertex draw functions in RageDisplay.cpp. The
vertex properties can be tweened.
