Change some RString methods to free functions
...
These ones aren't a std::string method. Doing this helps the RString to
std::string migration.

Replace SAFE_DELETE / SAFE_DELETE_ARRAY macros

SAFE_DELETE -> RageUtil::SafeDelete
SAFE_DELETE_ARRAY -> RageUtil::SafeDeleteArray
Update JsonUtil.h to include RageUtil.h - MSVC doesn't need it included for some reason, but GCC and XCode does.

This is meant to be a safer alternative since
NULL can often be 0. Let's not rely on that.
And yes, I know this is a lot of files. This is
a safer thing to do in big commits vs for loops.
