[MusicWheel] added UseSectionsWithPreferredGroup metric (allows sm-ssc to display all song groups if you use the songgroup GameCommand, instead of no groups.)

in StepMania 4, Random and Portal run the same commands as Roulette. Change _portKit-sm4 to reflect this (currently with the same hardcoded command; will change to THEME:GetMetric() version later)
