Replace SAFE_DELETE / SAFE_DELETE_ARRAY macros

SAFE_DELETE -> RageUtil::SafeDelete
SAFE_DELETE_ARRAY -> RageUtil::SafeDeleteArray

Update JsonUtil.h to include RageUtil.h - MSVC doesn't need it included for some reason, but GCC and XCode does.
