[ScreenHowToPlay] Replaced LOAD_ALL_COMMANDS_AND_SET_XY_AND_ON_COMMAND macro calls with ActorUtil::LoadAllCommandsAndSetXY(). Fixes an odd bug I ran into during the porting of DDR 5th Mix.
