* Bump jest and @types/jest

Bumps [jest](https://github.com/jestjs/jest/tree/HEAD/packages/jest) and [@types/jest](https://github.com/DefinitelyTyped/DefinitelyTyped/tree/HEAD/types/jest). These dependencies needed to be updated together.
